In 2006, President George W. Bush startled the nation, especially environmentalists in Florida, when he took up a cause reminiscent of Jimmy Carter's fledgling bid for conservation and alternative fuels in the 1970s. But as he talked about weaning the nation from oil, his administration was pushing to bring oil rigs as close as possible to the shores of Florida and other environmentally sensitive areas.
